902.06   NEWLY LAID PAVEMENT; REOPENINGS.
   No person shall be permitted to break into or open any newly laid pavement in the City for a period of five years after such pavement has been laid down, and no permit may be issued for any such opening, except upon proper authority granted by resolution of Council.
   Nothing contained in this section shall be construed as a prohibition against an emergency opening of the pavement for the purpose of repairing or cleaning underground improvements upon the order of the Director of Public Service.
