(a) All openings made within the street lines or sidewalk removed shall be subject to the direction and made under the supervision of the Director of Public Service. All paving, material, flagging, curbing and ballasting shall be carefully removed and preserved. After the work is done, as contemplated by the application for the permit heretofore referred to, the trench or opening shall be refilled in accordance with the directions of the Director and the flagging, concrete, paving or other paving material shall be properly replaced under the supervision of the Director but at the applicant's expense.

(b) Upon final inspection of the utility work performed, the street opening backfill shall be made with clean granular material as approved by the Director. This material shall have a minimum compaction of ninety-five percent density. If required by the Director, a laboratory report showing the gradation of the material used shall be submitted for approval. Such backfilling shall take place immediately after inspection of the utility. Repaving of the area shall be commenced within forty-eight hours after satisfactory completion of the backfill and shall proceed without delay so as to finish the work as soon as possible.
The permit holder for such street openings shall be held liable for the maintenance of such openings for a period of one year and shall cause repairs to such openings as may be necessary.

(c) All public utility work performed within the street right-of-way shall be subject to the direction and made under the supervision of the Director of Public Service. Any inspection of the work by the Director or his authorized agent shall be paid for by the applicant at the prevailing hourly rate for inspection.
