(a) For the purpose of this section, either or both of the following shall constitute abandonment:
(1) In the event a newspaper dispensing device remains empty for a period of a least thirty consecutive days, said device shall be deemed abandoned.
(2) The newspaper dispensing device is located on the premises of a vacated or otherwise unoccupied building without written consent of the property owner, said device shall be deemed abandoned.
(b) The Director of Public Safety or his or her designee may treat an abandoned device in the same manner as provided in Section 752.04.
