(a) No person shall drive or cause to be driven or hauled, or operate or cause to be operated, any vehicle over any sidewalk or curb until a substantial covering of boards, planks or metal covering sufficient to protect the sidewalk or curb from injury is placed thereon.
(b) If any person injures or damages a sidewalk or curb by driving or operating, or causing to be driven or operated, any vehicle over any sidewalk or curb in the City, the person shall forthwith cause such sidewalk to be repaired to the satisfaction of the Director of Public service and in conformity with Chapter 903.
