In addition to any vacation leave with pay to which full-time City employees may be entitled to under Section 173.06, all full-time City employees shall receive a supplemental one week vacation leave with pay at any time during a one-year period immediately following a one-year period during which the employee was not absent from work, except for absence from work due to holiday leave, vacation leave or death in the immediate family of the employee.
