There is hereby established the Narcotic Information Reward Board, hereinafter referred to as the Board, consisting of three members appointed by the Mayor and approved by Council. Each member shall be an elector. Members shall be appointed for terms of one, two and three years, respectively, and their successors shall be appointed for three years. No employee of the City shall be a member of the Board. The Board shall administer the Narcotics Information Reward Trust Fund and shall:
(a) Reward up to one thousand dollars ($1,000) to any person it finds and determines to have provided substantial information leading to the arrest and conviction of a major supplier.
(b) Reward up to five hundred dollars ($500.00) to any person it finds and determines to have provided substantial information leading to the arrest and conviction of a supplier.
