172.01   DEFINITIONS.
   As used in this chapter:
   (a)   "Narcotic and other harmful drugs" means any drug defined as a "narcotic drug" in division (L) of Ohio R.C. 3719.01, any drug defined as a "dangerous drug" under division "M" of Ohio R.C. 4729.50, any "hallucinogen" as defined in Ohio R.C. 3719.40 or any "barbituate" as defined in division "A" of Ohio R.C. 3719.23.
   (b)   "Sale" and "sell" mean and include delivery, transfer, barter, exchange, gift or offer thereof, and each such transaction made by any person, whether as principal proprietor, agent or employee.
   (c)   "Major supplier" means any person who, contrary to law, sells narcotic or other harmful drugs to a purchaser whose purpose is to resell narcotic or other harmful drugs, or any portion thereof, to a resident person under the age of nineteen years.
   (d)   "Supplier" means any person who, contrary to law, sells narcotic or other harmful drugs to a resident person under the age of nineteen years, or has in his or her possession, care, custody or control any narcotic or harmful drugs with the intention to sell the same, or a portion thereof, to any resident person.
   (e)   "Resident person" means any person who resides in the City.
