155.22   SALE OF OBSOLETE OR UNUSABLE PROPERTY.
   When Council finds, by ordinance, that the City has property which is not needed or is unfit for Municipal purposes, or that it is in the best interests of the City that the sale or exchange of unneeded property be made simultaneously with the purchase of new property, then the board or officer having supervision or management of the property may sell the property and have the selling price for said property credited against the purchase price of the new property. If bids are required due to the value of the new or unneeded property, the lowest and best bidder will be determined by subtracting from the purchase price of the new property the selling price of the old property.
