(a) All sales of personal property with an estimated value in excess of one thousand dollars ($1,000), which is not needed for Municipal purposes, must be authorized by the board or officer having supervision or management of the property and by an ordinance of Council. When so authorized, such board or officer shall make a written contract with the highest and best bidder at the City's auction, or otherwise after advertisement of the property for sale in a newspaper of general circulation within the Municipal corporation for two to four weeks.
(b) The City hereby reserves the right to reject any bid, all bids or part of any bid when the public interest will be served thereby.
