Whenever the Director of Public Service is about to advertise for bids for a City construction or improvement project, he or she shall obtain a complete set of plans for such project which shall remain at City Hall and be available for public inspection during regular business hours. The Director shall also determine the cost of reproducing a complete set of the plans.
The public advertisement for bids shall indicate that a set of plans is available for public inspection by anyone desiring to bid and that bidders may also purchase their own sets at City Hall. Sets of plans shall then be made available to bidders at City Hall upon payment of a nonrefundable fee, which shall be the Director's predetermined cost of reproducing the plans in question.
