On or before April 15 of each year, the City shall provide each automotive mechanic, automotive apprentice mechanic, body repairman-painter and apprentice body repairman with a two hundred ninety dollar ($290.00) tool allowance.
During the year, these employees shall accumulate receipts for moneys spent to acquire or repair their tools and shall turn receipts of one hundred dollars ($100.00) or more in to the Director of Public Service on or before the following April 1. If an employee fails, over a three-year period, to turn in receipts averaging approximately one hundred dollars ($100.00) per year, he may, at the City's discretion, be denied fifty dollars ($50.00) of the tool allowance for the succeeding year.
