(a) The Director of Public Service is hereby authorized to hire emergency drivers and laborers for the removal of snow and ice when an extreme emergency exists.
(b) No such emergency driver and/or laborer is to be hired during an extreme emergency until such time as the drivers and laborers employed by the City are first contacted and given the opportunity to work during such emergency.
