(a) The Department of Public Service shall be composed of the Director, such other employees as Council may from time to time designate and as are set forth in the annual salary ordinance.

(b) The appointing authority may, within the regulations of civil service, appoint as many persons as he deems necessary to fill in the Department of Public Service, except that the aggregate compensation paid to persons holding a position shall not exceed the annual appropriation for such position.
