There is hereby created a Training Bureau within the Division of Fire, to be administered and controlled by the Chief of Fire, subject to the laws of the State and the City and to the direction of the Director of Public Safety.
The Training Bureau shall consist of, and the Chief of Fire shall so assign, the Assistant Chief of Fire to be in direct charge, and such other personnel in such numbers and of such rank as may be necessary to carry on a training program in fire-fighting and incidental technique, under such general rules and regulations as the Director of Public Safety prescribes.
