In the Division of Fire there shall be, within ranks, the following:
(a) One Chief of Fire.
(b) One Assistant Chief of Fire.
(c) Seven Captains of Fire.
(d) Ten Lieutenants of Fire.
(e) Three Fire Prevention Inspectors, one of which shall be a Captain as set forth in subsection (c) above, and shall be the supervisor of this Fire Prevention Bureau. The position of Fire Prevention Inspector is hereby established as a special position having special duties with preferential pay within the rank of fireman. No person shall serve as a Fire Prevention Inspector unless he has received a certificate issued by the State Board of Emergency Medical Services under former Ohio R.C. 3303.07 or 4765.55, evidencing his satisfactory completion of a fire safety inspection training program. Fire Prevention Inspectors shall not work less than 40 hours per week. The special position of Fire Prevention Inspector shall be filled by promotional examination in the same manner as promotions from rank to rank. The holding of the position of Inspector shall not establish eligibility to the next higher rank to the exclusion of other persons in the same rank who do not hold such special position.
(f) Ninety firefighters.
(g) Emergency firemen, in such numbers as may be necessary to relieve regular firemen on vacation or absence through disability or other emergency. In no event shall emergency firemen be employed for a period of time exceeding six months continuous service.
(h) One Captain from the number of Captains set forth in subsection (c) above shall be designated as the Training Captain.
