There shall be and is hereby created a Training Bureau within the Division of Police to be administered and controlled by the Chief of Police, subject to the laws of the State and the City and to the direction of the Director of Public Safety.
The Training Bureau shall be assigned by the Chief of Police and shall consist of one Captain of Police, to be in direct charge, and such other personnel in such numbers and of such rank as may be necessary to carry on a training program in police technique under such general rules and regulations as the Director of Public Safety prescribes.
