137.03 ESTABLISHMENT OF DIVISION OF TAXATION; DUTIES OF TREASURER.

There is hereby established a Division of Taxation in the Department of the Treasurer which shall be directed and controlled by the Treasurer subject to the provisions of State law and City ordinances. It shall be the duty of the Treasurer to administer all laws, ordinances and regulations relating to the levying and collection of an income tax.
