(a) Every public body shall, by rule, establish a reasonable method whereby any person may determine the time and place of all regularly scheduled meetings and the time, place and purpose of all special meetings. Such rules shall be effective upon certification to the Clerk of Council who shall post such meeting schedules in the same places provided in Section 123.01 for the posting of notices generally.
(b) A copy of the agenda and notices of meetings, regular and special, shall be filed by the public body with the Clerk of Council at least twenty-four hours prior to the time the meeting is scheduled unless accompanied by an emergency reason for any shorter notice.

(c) Any news media applicant shall be entitled to such notice. In addition, the Clerk of Council shall attempt to call the number designated in the application of any news media with respect to any meetings scheduled within twenty-four hours of the notice received by the Clerk of Council.
