§ 151.03  BUILDING PERMIT REQUIRED; EXCEPTIONS.
   (A)   It shall be unlawful to construct any building or structure, other than a fence, within the territory described in § 151.01 of this code, where the cost of that construction exceeds $1,000, or to alter or remodel any building or structure so as to change the bearing walls, beams, supports, or the roof thereof, without having first procured a permit therefor.
   (B)   Failure to secure the above-mentioned building permit before initiating construction, without the consent of the Building Inspector, shall result in a penalty to be added to the inspection fee, in the amount of $50 or 25% of the permit fee, whichever is greater.
