No person shall excavate, tunnel or make an open cut in any public way or easement without first obtaining a permit therefor, including sewer and water installations. No permit shall be issued until a liability bond and a cash bond are posted as required by Sections 1022.05 and 1022.055. Applications for permits shall be made with the Village Clerk and shall state the purpose of the excavation, its location, the size of the opening, the type of pavement, if any, to be removed, and the approximate length of time the excavation will remain open. Instructions by the Commissioner of Streets and Public Improvements as to backfilling, barricading and lighting at night shall be complied with strictly.
