(a) No person shall erect or cause to be erected any sign upon any fence, post, pole, tree, building, or any other structure, or attached to any standing vehicle in the city without first applying for and receiving architectural review approval of the sign's location, design and dimensions pursuant to Chapter 18.76 (Permits and Approvals).
(b) Application for design review shall be filed with the planning division in such form, and contain such information as the planning division may require. Said application shall be accompanied by a fee as set forth in the municipal fee schedule. Regulations that are more restrictive than those set forth in this chapter may be required pursuant to architectural review approval under Chapter 18.76 (Permits and Approvals). The architectural review board, in making recommendations on the design of a sign to the director of planning and development services, shall take into consideration the design guidelines adopted by the architectural review board.
