Upon a denial of a permit by the chief of police, the applicant may appeal by filing the application within seventy-two hours or two city working days, whichever is longer, with the city manager, who shall set the appeal for hearing within forty-eight hours. After holding a hearing, the city manager may reverse, affirm or modify in any respect the determination of the chief of police. Following an appeal the applicant may immediately seek a review of the city manager's decision in a court of competent jurisdiction.
