9.76.060   Appeals.
   Any aggrieved person may appeal the hearing officer's decision to the city council by filing a written notice of appeal with the city clerk within ten days of the date the hearing officer's decision becomes final. The appeal shall be in the form specified by the city and shall be accompanied by a filing fee specified in the municipal fee schedule.
