The term "solicitation" as used in this chapter shall mean and include the activity of requesting, offering, advertising, or otherwise announcing the availability of a person for employment or availability to provide services for compensation, the sale of goods, or a request for money or other property; or requesting, offering, advertising, or otherwise announcing the intent to purchase or secure employment, to sell services or goods, or to solicit a contribution of money or other property. A solicitation shall be deemed complete when made or attempted, whether or not an actual employment relationship is created, a business transaction is completed, or a contribution of money or other property takes place.
