Violation of any provision of this chapter shall be punishable as provided in this code. Violations shall be punishable by and of the following: warning, administrative citation, infraction, or misdemeanor. Violations shall also be punishable by the following fines:
(a) A fine not exceeding $250 for the first violation;
(b) A fine not exceeding $300 for the second violation;
(c) A fine not exceeding $500 for each additional violation within one year.
