9.04.010   Streets, sidewalks, highways, alleys - Consumption of alcoholic beverages prohibited.
   (a)   It shall be unlawful for any person to consume any alcoholic beverage upon any street, sidewalk, highway or alley except as may be authorized by City Council.
   (b)   Notwithstanding subsection (a) of this section, alcoholic beverages may be consumed in a city-owned right-of-way by patrons within legally permitted eating establishment seating areas in accordance with, and subject to a conditional use permit issued pursuant to § 18.76.010 of this code.
