Every person who owns, conducts, or operates a pet shop shall provide the police department and the superintendent of the animal center with the names, current address and phone numbers of persons to be notified during any hour of the day or night who will proceed at once to the location so as to permit entry to the premises by the animal control officers or the police officers of the city in the event of an emergency situation.
