The city manager shall have charge of the public health of the city, and for this purpose shall establish all rules and regulations necessary to preserve the health of the city, and shall exercise the powers and perform the duties of boards of health of cities as prescribed by the laws of the state of California. The city manager with the approval of the council may extend the health service of the city to contiguous territory so located that in order to preserve the public health of the city it is necessary to so extend it. A charge for such service shall be made and fixed by the council, and shall be collected and paid to the city under rules and contracts made and established by the council for that purpose.
