Each department head and council-appointed officer shall be responsible for recommending to the department of administrative services a schedule of fees and rates to be charged for services performed by the department, and for assuring that such funds as may be collected in the operation of the department shall be deposited with the department of administrative services in accordance with policies and procedures established for the collection and deposit of municipal funds.
