Appointments to the following positions shall be made by the city manager with the approval of the council:
(a) Assistant city manager;
(b) Director of administrative services;
(c) Chief of police;
(d) Fire chief;
(e) Director of human resources;
(f) Director of planning and development services;
(g) Director of utilities;
(h) Director of public works - city engineer;
(i) Director of community services;
(j) Director of libraries;
(k) Director of information technology; and
(l) Director of the office of emergency services.
