It shall be unlawful for any person to harbor or keep a vicious dog or cat within the city. A dog or cat is deemed to be vicious when it shall have attacked or bitten any person or has maimed or killed any domestic pet without provocation, or when propensity to attack or bite persons shall exist and is known or ought reasonably to be known by the owner.
