4-2-2: DEFINITIONS:
For the purpose of this chapter, the following terms are defined:
ENCLOSED STRUCTURE: Any structure, building, or portion thereof built for the enclosure of property, containing a roof and having exterior walls, and constructed in a manner as to obscure the view of any contents therein from any street or adjacent property, and being of a permanent nature.
JUNK: All old or scrap copper, brass, lead, or any other nonferrous metal; old or discarded rope, rags, batteries, paper, trash, rubber, debris, waste or used lumber, or salvaged wood; dismantled vehicles, machinery and appliances or parts of such vehicles, machinery or appliances; iron, steel or other old or scrap ferrous materials; old or discarded glass, tinware, plastic or old or discarded household goods or hardware. Neatly stacked firewood located on a side yard or a rear yard is not considered junk.
JUNK MACHINERY: Any equipment or machinery of any nature which, because of its defective, rotted, rusted, loose or missing parts, or dismantled or partially dismantled condition, constitutes a threat to the public health or safety of the citizens of Oxford.
JUNK VEHICLE: Any vehicle that has any one or more of the following characteristics:
   A.   Not capable of being driven from the place of its location under its own power without additional parts or repairs thereon;
   B.   Inoperable because of missing or broken parts or components, including, but not limited to, a windshield, window glass, headlight, taillight, fender, door, bumper, hood, steering wheel, driver's seat, trunk, trunk lid, trunk handle, tailpipe, fuel tank, engine, or drive shaft;
   C.   A habitat for rats, mice, snakes, or any other vermin or insects;
   D.   Encourages or creates the growth of weeds or other vegetation that cause health problems to the citizens of Oxford;
   E.   Constitutes a threat to the public health and safety because of its defective or obsolete condition;
   F.   Not currently licensed; or
   G.   Not moved for a period of thirty (30) days.
VEHICLE: Every device in, upon, or by which a person or property is or may be transported or drawn upon a highway or street, except devices moved by human power or used exclusively upon stationary rails or tracks, and includes, without limitation, a motor vehicle, automobile, truck, motorcycle, tractor, buggy, wagon, farm machinery, trailer, semitrailer, or any combination thereof.
