The purpose of this chapter is to protect the health, welfare, and safety of the citizens of the city by preventing the storage of junk, junk vehicles, and junk machinery upon private property, except in places otherwise authorized, and by providing for the removal and abatement thereof, as well as the enforcement and penalties for the violations thereof.
