1-6-11: MEETINGS:
   A.   Regular Meetings; Open To Public: All meetings of the city council shall take place at a designated location by the council and shall at all times be open to the public. The time and place for all regular meetings of the council shall be set by resolution of the council.
   B.   Special Meetings; Notice: The mayor, or any three (3) members of the council, shall call special meetings by notice to each of the members, personally served, or left at its usual place of residence, of which service a record shall be made by the city clerk. Such notice shall state the time and purpose of such special meeting. This procedure shall include, but shall not be limited so as to prevent it from being changed from time to time by resolution of the city council.
   C.   Quorum: Three (3) members of the council shall constitute a quorum for the transaction of business, but two (2) members or more may adjourn from time to time.
   D.   Rules Of Procedure: The rules of parliamentary practices comprised in "Robert's Rules Of Order" shall govern the sessions of the city council, all cases in which they are applicable, and where they are not inconsistent with the standing rules of the council, or the laws of the state.
