The city council shall conduct a biannual review of uses and use classes, and the total costs of operation and maintenance of the treatment works, and the approved user charge system, to determine if any changes are necessary or desirable, and thereafter cause any such changes to be made, and prepare a new appendix explaining the cost or rate structure to be maintained in the office of the city clerk.
