923.14 PRELIMINARY TREATMENT OF CERTAIN WASTES.
   The following conditions are required for preliminary treatment before discharging into the sanitary sewer system.
   (a)    The admission into the public sewers of any waters or wastes:
      (1)    Having a five-day biochemical oxygen demand greater than 200 parts per million by weight; or
      (2)    Containing more than 200 parts per million by weight of suspended solids; or
      (3)    Having a chemical oxygen demand greater than 500 milligrams per liter by weight; or
      (4)    Containing any quantity of substances having the characteristics described in Section 923.12; or
      (5)    Having an average daily flow greater than 5% of the average daily wastewater flow of the City shall be subject to the review and approval of the Service Director.
   (b)    Where necessary in the opinion of the Service Director, the owner shall provide at his expense such preliminary treatment as may be necessary to:
      (1)    Reduce the biochemical oxygen demand to 200 parts per million and the suspended solids to 200 parts per million by weight and the chemical oxygen demand to 500 milligrams per liter; or
      (2)    Reduce objectionable characteristics or constituents to within the maximum limits provided for in Section 923.12; or
      (3)    Control the discharge of such waters or wastes.
Plans, specifications and other pertinent information relating to proposed preliminary treatment facilities shall be submitted for the approval of the Service Director and no construction of such facilities shall be commenced until such approvals are obtained in writing by the City of Oxford.
