§ 90.22 ISSUANCE OF CITATION.
   The dog warden or any peace officer of the county shall issue to the owner of any dog found off its owner’s premises as the result of a citizen’s complaint, a citation or criminal complaint giving notice of the charge and violation of this subchapter.
