For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
CUSTOMER. Any person, group of persons, corporation, association, partnership or other entity or organization purchasing or using water for any purpose.
WATER. Any water which has been treated by the city’s water treatment plant or which has passed through any portion of the city water distribution system.
