In the event of a vacancy in the position of Mayor due to death, resignation, recall, removal, or for any other reason, the President of Council shall thereupon become the Mayor to serve until the next general election. Upon the conclusion of service as Mayor, the former President of Council shall be restored to his or her seat on Council to complete his or her elected term, if time remains to be served for the elected term.
