1315.02 PERMIT FEES.
   (a)   Every applicant for a building permit shall file plans, profiles, specifications and estimates of the cost of construction and pay a fee of one dollar ($1.00) per every one thousand dollars ($1,000) or part thereof of the estimated costs of construction with a minimum fee of fifteen dollars ($15.00) and a maximum fee of five hundred dollars ($500.00).

   (b)   Council is hereby authorized to waive the permit fee required under Section 1315.02, in the case of an emergency, such as a natural disaster, as follows:
      (1)   A declaration by Council of the existence of an emergency shall be made by Resolution passed by Council.
      (2)   Upon the declaration of an emergency, the Village shall provide a form to be filled out by village residents, declaring that such resident needs a building permit, due to the impact of the emergency upon property owned by the individual.
      (3)   Upon receipt of the declaration, the fee for the building permit shall be held in abeyance, pending a determination of whether the fee is recoverable through insurance FEMA, or some other source. If the fee is recoverable, it shall then be billed to the resident, If the fee is not recoverable, Council may waive the fee.
