The Village or its authorized agent may add a penalty charge of ten percent (10%) to the account of each subscriber who becomes delinquent in making the payments described in Section 941.06. Refuse collection service may be discontinued if the charges herein provided are not paid as of the first day of the next service period. The Village, or its authorized agent, may discontinue service in case of violation by the person served of any provision of this chapter, or of any lawful rules and regulations enacted by the Director of Municipal Services pursuant hereto, provided that notice of such violation is first given to the party served.
