To provide necessary funds for equipment, personnel and other expense in connection with the collection and disposal of residential garbage and refuse in the Village, a service charge is levied against every subscriber for municipal garbage and refuse collection and disposal for each home, apartment, unit of a multiunit dwelling, and each mobile home, payable at regular intervals to be determined by rules and regulations to be adopted by the Director of Municipal Services, or by contract with its authorized agent and shall be determined by contract for such services or otherwise by legislation. The rate shall be for not more than two containers per week or as specified, and the rates for additional services shall be by agreement between the customer and the Village or its authorized agent.
