The following definitions are hereby adopted for the purposes of this chapter:
(a) "Garbage" includes all putrescible wastes except sewage and body waste, including vegetables and animal offal, but excluding recognizable industrial by-products.
(b) "Refuse" or "rubbish", includes nonputrescible, nonliquid wastes such as ashes, cinders, rags, wastepaper and wood and paper boxes. Dead trees, tree limbs, trunks or stumps, large household objects, bricks, concrete, plaster or other refuse from construction, remodeling or repairing of buildings or grounds, are not considered to be rubbish of the type to be collected under Section 941.02.
(c) "Subscriber" means any householder within the Village.
(d) "Householder" means the head of a family or one maintaining his or her separate living room or quarters in the Village and shall include owners, tenants and occupants of all premises upon which garbage or refuse or both are created.
(e) "Recyclable" includes, but shall not be limited to plastic milk jugs, plastic two-liter soft drink bottles, colored plastic containers, aluminum, tin and metal cans, corrugated cardboard and newspapers.
