(a) No person, firm, company or corporation other than the Village of Ottawa, or its authorized agent who holds a lawful contract with the Village, shall collect, remove, or transport residential garbage and refuse within this Village, except for Village residents who dispose of their own garbage and refuse in a lawful manner.
(b) No person, firm, company, or corporation other than the Village of Ottawa, or its authorized agent, shall enter into a contract or otherwise make arrangements with a hauler for residential service or cause residential garbage and refuse to be removed by a contractor other than the Village of Ottawa's authorized agent.
