929.02 METER INSTALLATION CHARGE.
   (a)   In addition to the charges in Section 929.01, the property owner shall also pay to the Village the actual cost to the Village of the water meter to be installed for such property, and all of the charges shall be paid by the owner to the Clerk of the Village in advance of the connection to the Village water system. The Village shall be responsible for bringing the water to the owner's property line.
 
   (b)   The Village may waive the installation charge for replacement of water meters with radio read meters. Except as set forth below, the radio read meters will be installed in businesses, apartment complexes and single family residences by Village of Ottawa personnel, free of installation charge, so long as there is sufficient accessibility to the existing meter and provided the plumbing condition of the current meter is correct. Incorrect installation of the existing meter, poor plumbing conditions, or the use of insufficient materials will not be repaired by Village of Ottawa personnel. Meters located in a crawlspace or any other area not readily accessible to Village of Ottawa personnel, as determined by Village of Ottawa personnel, will need to be replaced by the property owners at their expense. The Village personnel may decline to install meters for good cause, which good cause is within the discretion of Village personnel. The Village will cooperate with the property owner to provide the proper meter in order to allow the property owner to install the meter at their convenience.

   (c) In the event of the existence of a condition set forth in the preceding paragraph, or in the event a property owner would prefer to install the meter, the Village of Ottawa will issue a radio read meter to the property owner. The date of the receipt by the property owner of the radio read meter will be the "issue date". The property owner will have 30 days from the issue date to install the meter. The Village of Ottawa personnel will perform an inspection to verify the meter has been properly installed and will collect the old meter and submit the final reading of the old meter at that time. A penalty fee of one hundred dollars ($100.00) per month will be charged to property owners who have not installed the new meter within 30 days of the issue date, unless a special waiver is approved by Council due to extenuating circumstances. Any penalty fee which is not paid within 30 days of demand may be assessed to property taxes. (Ord. 13-17. Passed 8- 26-13.)
