(a) The license issued under Section 709.03 shall be for a period of not to exceed one calendar year and the license shall expire December 31 in the year on which they are issued. When a license is issued after January 1, but before December 31, in any year the license fee shall not be prorated and the applicant shall be required to pay the full fee of twenty-five dollars ($25.00).
(b) The license issued under the provisions of this chapter shall not be transferable from one person to another nor shall they be transferable from one location to another.
