Before issuance of the license required in Section 705.01 the Mayor or his designee shall receive a fee in the sum of fifty dollars ($50.00) per year, or a fee of two dollars ($2.00) per day for license for any period shorter than one year. Upon payment of such license fee, the Mayor or his designee shall issue to such person a license as applied and paid for.
