All houses, buildings or properties which are required by this chapter or by other authority to have sanitary wastewater facilities and are located where a POTW is not available shall be equipped at the owner's expense with suitable wastewater facilities connected to a private wastewater disposal system which complies with the provisions of title 9, chapter 5 of this Code.
