A. Purposes: The City Council has determined that in order to pay for the cost of construction, reconstruction, repair, enlargement, improvement, maintenance, operation, and use of the City water, sanitary sewer and stormwater systems; the cost of State and Federal regulations; and the principal and interest to become due on obligations issued or to be issued, it is necessary to impose just and equitable charges for the use and availability of the City municipal water and sanitary sewer systems pursuant to Minnesota Statutes chapter 444. B. Establishment Of Utilities: There is hereby established a Utilities Department. The water, sanitary sewer, and storm sewer and drainage systems as they are now constituted or shall be hereafter enlarged or extended shall be operated and maintained under the provisions of this title subject to the authority of the City Council at any time to amend, alter, change and repeal the same. The City Clerk shall have charged and management of the water, sanitary sewer, and storm sewer and drainage systems subject to the direction of the City Council. The City Clerk may designate other City employees to carry out duties and responsibilities under this title. (Prior Code § 6-1-1)
