No person shall drive a motor vehicle on a public highway, street, road, parking lot, alley or other public property, or upon a private street or road freely used by the general public, in an erratic or irregular manner and changing speeds so as to create a hazard to themselves or other persons or property or so as to interfere with other traffic in the area.
